We are actively working to ensure our websites conform to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA. These guidelines explain how to make web content more accessible to people with disabilities, including those who use screen readers, keyboard-only navigation, or other assistive technologies.
Our target standard is WCAG 2.1 Level AA, published by the World Wide Web Consortium (W3C). This covers four principles:
- Perceivable: Information and interface components must be presentable in ways users can perceive — including text alternatives for non-text content and sufficient color contrast.
- Operable: All functionality must be accessible via keyboard, and users must have enough time to read and interact with content.
- Understandable: Content and interface behavior must be predictable and easy to understand.
- Robust: Content must be interpreted reliably by a wide range of assistive technologies, both current and future.
To support accessibility across our websites, we have implemented the following:
- Skip navigation link: A "Skip to main content" link is available at the top of every page, allowing keyboard users to bypass the navigation bar.
- Semantic HTML structure: Pages use proper landmark elements —
<header>,<main>,<nav>,<footer>, and<aside>— so screen readers can navigate by section. - Language declaration: Every page declares its language (
lang="en"orlang="zh-CN"), helping screen readers use the correct pronunciation rules. - Keyboard navigation: All interactive elements — links, buttons, and form controls — are reachable and operable by keyboard. Focus indicators are visible on all focusable elements.
- Mobile menu accessibility: The mobile navigation button uses
aria-expanded,aria-label, andaria-controlsto communicate its state to assistive technologies. - SVG icons: Decorative icons are hidden from assistive technologies using
aria-hidden="true". Meaningful icons carry a descriptivearia-labelandrole="img". - Color contrast: Text and interactive elements are designed to meet or exceed the WCAG AA minimum contrast ratio of 4.5:1 for normal text and 3:1 for large text.
- External link labeling: Links that open in a new tab include an
aria-labelto inform users before they click. - Image alt text: Informative images have descriptive alternative text. Decorative images use an empty
alt=""attribute so screen readers skip them.
While we aim for full WCAG 2.1 AA conformance, there may be areas where we fall short. Currently known limitations include:
- Some older PDF documents linked from our legal pages may not be fully accessible. We are working to address this on a rolling basis.
- Third-party platforms (INC.PAGE, SIGN.GL, BILL.GL) are operated separately and have their own accessibility implementations. We encourage these platforms to meet the same standards, but cannot guarantee their conformance.
